​Head Office Services, also known as Corporate Headquarters or Corporate Services, refer to the centralized functions within an organization that provide essential support and strategic direction to various business units.

In the context of Bhutan's Foreign Direct Investment (FDI) regulations, the term "Head Office Services" refers to these centralized corporate functions. The Bhutanese government recognizes the importance of such services and treated them as a priority sector under the FDI Policy 2019. The Foreign Direct Investment Rules and Regulations 2025, which replaced that policy on 18 July 2025, no longer list head office services as a priority activity, so a head office operation is now established as an Other Activity in the service sector. This policy aims to attract foreign investors to establish their regional or global headquarters in Bhutan, thereby contributing to the country's economic development.

Under Rule 7 of the Foreign Direct Investment Rules and Regulations 2025, service activities not listed in the priority schedules require a minimum project cost of Nu. 25 million, and the foreign investor may hold up to 74% of the equity, with the balance held by a Bhutanese partner. The investment must have a positive effect on foreign reserves and must create quality jobs.

The Economic Development Board, chaired by the Prime Minister, may permit foreign investment on terms different from those in the Rules. We can advise on whether an application on that basis is realistic for a particular head office project.
