Kinley Rinzin Thinley is a Bar-certified lawyer in Bhutan and a Certified Filing Agent, holding an LLB and PGDNL from the Jigme Singye Wangchuck School of Law (JSW Law), Bhutan’s premier legal institution. He is an Associate at Basnet Attorneys and Law, where he manages corporate, investment, banking, regulatory, and litigation matters.
He brings a strong foundation in legal research, client advisory, dispute resolution, and regulatory compliance, developed through rigorous academic training and extensive practical experience. At Basnet Attorneys and Law, Mr. Thinley advises international financial institutions, foreign investors, and domestic businesses on Bhutanese corporate law, banking regulations, regulatory compliance, and business structuring, while also representing clients in civil, commercial, and corporate litigation.
Mr. Thinley has previously interned with several leading legal institutions, including Bhutanese Legal Solutions, the Office of the Attorney General, Druk Legal Solutions, and Samdhen Legal Firm, where he contributed to complex casework involving criminal offences, corruption, money laundering, human trafficking, and contractual disputes. His hands-on experience includes drafting commercial contracts, tenancy agreements, affidavits, arbitration documents, and court petitions, as well as supporting family and property litigation matters.
In the area of environmental and climate law, Mr. Thinley played a key role in the Climate Change and Environmental Law Clinic, leading initiatives on illegal wildlife trade, corporate social responsibility, and climate justice, and conducting community legal awareness programs and surveys across gewogs and industrial zones.
