Gelephu Mindfulness City Bitcoin Pledge: Energy Conversion, Job Creation, and Global Partnership

Gelephu Mindfulness City has issued a formal Bitcoin pledge that establishes how Bhutan will convert its excess renewable energy into a long-term national asset. The pledge sets out specific commitments regarding the use of these Bitcoin holdings and defines the framework for international partnership in the development of Gelephu Mindfulness City.

Bhutan recently announced a major Bitcoin development pledge, committing up to 10,000 Bitcoin, valued at around USD 1 billion, from its sovereign reserves to support the long-term development of Gelephu Mindfulness City (GMC).

The announcement was made during His Majesty the King’s National Day Address, where His Majesty said the commitment is meant to benefit “our people, our youth, and our nation.”

The pledge reflects Bhutan’s approach to using modern digital technologies in a careful and responsible way to support national development, create jobs, and strengthen long-term economic resilience, particularly for young people and future generations.

The investment will be rolled out over several years and managed through risk-controlled strategies such as long-term holding, treasury and yield management, and, where appropriate, the use of digital assets as collateral. The government has said the focus will remain on strong governance, transparency, and protecting national capital, while allowing value to grow over time.

Bhutan is also one of the earliest countries to mine Bitcoin at a sovereign level, using renewable hydropower to convert surplus clean energy into long-term national assets without harming the environment. The country will continue to use excess renewable energy for digital asset mining as part of its broader economic diversification strategy.

Foundational Principle: What Constitutes True Wealth
The pledge begins with a statement of principle that has guided Bhutanese policy for generations. Bhutan has always understood that true wealth is not measured only by what we possess, but by what we protect, what we nurture, and what we pass on. This guiding belief holds that progress must strengthen our people, preserve our culture, protect our environment, and serve generations yet to come. As the world changes, Bhutan remains rooted in these principles while recognizing the responsibility to prepare wisely for the future. The Bitcoin pledge represents the practical application of these principles to modern financial instruments and national resource management.

The Operational Reality: Surplus Hydroelectric Capacity
Bhutan is blessed with abundant hydroelectric power generated from its rivers and mountainous terrain. At times, the nation generates more clean energy than it can consume domestically or export to neighboring countries through existing agreements. Rather than allowing this precious resource to go unused, Bhutan chose to convert part of this surplus into a long-term national asset through the responsible mining of Bitcoin. The Bitcoin produced through these operations was created using excess renewable energy, with care for the environment and without added ecological harm. In doing so, Bhutan transformed unused natural capacity into enduring national value that can support future generations. This decision follows a simple principle that has long guided the nation: to waste nothing, and to prepare with care.

First Pledge: Turning Clean Energy Into Long-Term National Value
The first formal commitment in the pledge addresses how Bitcoin holdings will be managed and deployed. Bitcoin is not being held as an object of speculation. It is being set aside with purpose and put to work for the long-term development of the nation through the growth of Gelephu Mindfulness City. The intention of this pledge is clear: as Bitcoin grows in value over time, that strength will return to the country and to the opportunities available for our people. In this way, Bhutan invests patiently—not only for today, but for the many decades to come.

This commitment establishes several key parameters. First, the Bitcoin holdings will not be actively traded or treated as speculative assets subject to short-term market timing decisions. Second, the accumulated value is specifically allocated to Gelephu Mindfulness City development rather than general government expenditure. Third, the investment horizon is explicitly multi-generational, with appreciation expected to compound over decades. Fourth, the ultimate beneficiaries are defined as the Bhutanese people through expanded opportunities funded by the growing reserve. This structure functions similarly to a sovereign wealth fund with a defined purpose and long-term mandate.

Second Pledge: Using Bitcoin for the Development of Our People
The second commitment specifies four concrete objectives that the Bitcoin holdings are intended to achieve. The pledge is intended to: first, create meaningful and dignified work for Bhutanese youth; second, cultivate new skills in technology, finance, and clean industries; third, enable our young people to build fulfilling lives at home, close to family, culture, and community; and fourth, strengthen Bhutan's long-term financial resilience in a changing world.

These four objectives address interconnected challenges. The creation of meaningful and dignified work responds to the reality that many small nations experience brain drain as educated youth seek opportunities in larger economies. By funding job creation domestically, the Bitcoin reserve helps retain talent within Bhutan. The cultivation of new skills in technology, finance, and clean industries prepares the workforce for sectors that will define economic competitiveness in coming decades. The enabling of young people to build fulfilling lives at home addresses the social cost of economic migration—families separated, cultural connections weakened, and communities depleted of their most capable members. The strengthening of long-term financial resilience creates a buffer against external economic shocks and reduces dependence on foreign aid or volatile revenue sources.

The pledge establishes that Bitcoin appreciation will directly fund these objectives. As the reserve grows, capital becomes available for training programs, education infrastructure, business incubators, research facilities, and direct employment in Gelephu Mindfulness City development projects. The connection between Bitcoin value and youth opportunity is explicit and binding.

Third Pledge: Inviting the World to Build With Us
The third commitment establishes the framework for international partnership and investment. Bhutan extends a respectful invitation to responsible partners from around the world to help build this future alongside us. We welcome investors, builders, and enterprises who share our long-term outlook and who respect the values by which we live. This invitation is not indiscriminate but explicitly seeks partners aligned with Bhutanese principles and patient capital approaches.

In return, Bhutan will strive to offer five specific elements. First, a stable, predictable, and principled regulatory environment where rules remain consistent and transparent. Second, modern digital banking and financial infrastructure capable of supporting sophisticated international operations. Third, a clear and efficient process for establishing operations, reducing administrative barriers while maintaining appropriate standards. Fourth, a young, capable, and English-speaking workforce ready to contribute to complex projects. Fifth, positioning as a gateway to the wider subcontinent region, providing access to South Asian markets.

The pledge specifies that our approach is not one of rapid expansion at any cost. It is one of steady, mutual progress built on trust, shared purpose, and long-term commitment. This language establishes clear parameters for partnership selection. Bhutan seeks collaborators willing to accept slower but more sustainable growth trajectories, who prioritize aligned values over maximum returns, and who commit to multi-year or multi-decade engagement rather than short-term extraction.

Intergenerational Responsibility and Final Commitment
The pledge concludes with a statement of intergenerational obligation. Bhutan's identity has always been shaped by patience, balance, and care for what is entrusted to us. For generations, our people have protected the land, our culture, and our way of life not only for ourselves, but for those who will come after us. This pledge follows that same responsibility. It reflects our respect for tradition and our duty to prepare for the future with wisdom and restraint. It is about using modern tools in a way that strengthens harmony rather than disturbs it. It is about creating opportunity while remaining true to who we are.

The final declaration states unequivocally: This is not an experiment. It is a commitment. This language establishes the Bitcoin pledge as a binding, permanent policy rather than a pilot program subject to reversal. It represents a formal obligation to current and future Bhutanese citizens, undertaken with full understanding of its implications and maintained with the same dedication historically applied to environmental and cultural preservation.

The pledge creates legal and moral obligations that constrain future decision-making. Bitcoin holdings cannot be liquidated for short-term budget relief. Partnership agreements must align with stated values. Development priorities must serve the four specified objectives. The intergenerational framework requires that decisions made today consider impacts decades into the future. This represents a constitutional-level commitment that binds current leaders and establishes parameters for their successors.

Legal and Operational Effect
The Bitcoin pledge functions as both policy statement and operational framework. It establishes the purpose of Bitcoin holdings (long-term national development through Gelephu Mindfulness City), defines the intended beneficiaries (Bhutanese people, particularly youth), specifies measurable objectives (employment, skills, financial resilience), and sets parameters for international partnership (aligned values, patient capital, mutual commitment). These elements create enforceable standards against which government actions can be evaluated. The pledge provides citizens, partners, and oversight bodies with clear criteria for assessing whether Bitcoin reserve management aligns with stated commitments.

The pledge also establishes Bhutan's negotiating position with potential international partners. By defining what the nation offers and what it expects in return, the pledge creates a framework for partnership discussions. Investors understand the regulatory environment they will encounter, the values they must respect, and the long-term perspective they must adopt. This clarity reduces uncertainty and attracts partners suited to Bhutan's approach while discouraging those seeking different arrangements.
